Penny was born in a village in Berkshire and grew up in Clacton-on-Sea, Essex. She attended a three-year acting course at a performing arts school in London. After graduating, Penny decided against a glittering, highly-acclaimed and award-winning career on the stage and screen and instead devoted herself tirelessly to the work of selling programmes and ice-cream in various West End theatres, including a number of years with the Royal Shakespeare Company at the Barbican.
